Moved here for a job eighteen months ago and I know four people

I moved for a promotion, which was the right decision professionally and a fairly miserable one in every other respect. Eighteen months in I can name four people I know here, three of whom I work with, and the fourth is my neighbour and our entire relationship concerns bins.
Thirty five, submissive, city centre, seven years of experience and all of it somewhere else.
I had a good dynamic before I moved. It ended well, for geographical reasons, and I assumed I would rebuild something within six months in a city this size. That has not happened, and I have come round to thinking the difficulty is not the number of people here but how little of it is visible. Where I was before, there was somewhere to be on a Thursday. Here I genuinely do not know where anybody is.
So I am starting with the thing I actually need, which is people. If a dynamic grows out of that I would be delighted, and I am not going to pretend otherwise, but I am not going to force it either.
What I want eventually is what I had: something ongoing, mostly domestic, with somebody whose life is settled. Not looking for anybody who wants to be my only contact in this city, which is a weight I would not put on a new person. And not looking for anything long distance, because I have just done that with an entire life.
