Fourteen years in the same flat, and everybody else keeps leaving

We have lived in the same flat for fourteen years and watched the city change around us about three times over. In summer there are people everywhere and none of them stay. By February half of them have gone home and we are extremely available.
Both of us are in our forties. He leads. We have been in this nine years and we know precisely four other people here who are, and three of those have since left the country.
What we would like: people who are still going to be here in three years, who would enjoy knowing a couple who already are. That could be a dinner and a walk. It could become playing together if everybody wanted that, and we are open to it, and we are not going to lead with it, because friendship is the part we are actually short of.
We have a spare room. We mention it as a practical fact rather than an inducement, because we are at the far end of a line and the last one back is earlier than anybody expects. Winter is the honest test. Anybody can enjoy this city in August. If you would still cross it in February, when it is dark by four and everything is grey, you are the sort of person we are describing.
We are not interested in anyone treating a visit as a booking. We are not a destination. We are two people in a cold flat who would like company that does not require explaining ourselves from the beginning.
