Two shy people who have never once walked into a room together

We have had this between us for four years and we have never been anywhere. Not once. Every few months one of us says we should, and we look at something, and then neither of us wants to be the one who insists, and the evening quietly passes.
Thirty four and thirty six, together six years, Eimsbüttel. She leads, he does not, and that part works well and is not what this post is about.
What we want is another couple to go with. That is the whole request. If two other people are meeting us there, we will go, because then not going would mean letting somebody down and we are both constitutionally incapable of that. On our own we are apparently capable of nothing at all.
We would want to meet first, more than once, as four people, somewhere entirely ordinary. We are good company after the first hour. We are very quiet during the first hour and we know it. If a friendship came of it and nothing else, that would be a complete success as far as we are concerned. If anything else came of it much later, we are not closed to it, and we are not going to pretend it is the plan.
Not looking for a couple who will organise us and then be disappointed in us. Not looking for a third. Not looking to be talked into something on the night, because part of why we have never gone anywhere is that we are not certain we would say no.
